Unfortunately that's not going to be enough of a tax to be an incentive for landowners to change. That's lesser than what one would pay a tenant for cash for keys to get them out if when they want them out and lesser than most might need to renovate to rent their properties. In other words, property owners will probably be okay with that "fee" and still not rent out their properties.The city will get more taxes but I doubt this will help the housing crisis much.
