The other windfall us taxpayers subsidize since 1987 is The University of Guelph pays a levy called "Heads and Beds" in lieu of property taxes. This levy, prescribed under O. Reg. 384/98, is a fixed amount of $75 per student despite the increase in the cost of goods and services. If the levy was adjusted for inflation, the City of Guelph would have received an additional $2.39 million in 2023. UofG is the largest land owner in the City, that escapes re-assessment annually and also receives taxpayer-paid services, police, fire and EMS, hospitals and clinics, roads, water and sewer, and infrastructure repair and maintenance, waste collection, snow removal and bike lanes. Think this should be reviewed too...

The City's only revenue from U of G a $75 head tax per student that is non-inflation indexed since 1987 in lieu of property taxes plus providing ALL the municipal services too!
