BINGO. All the "cost saving" measures of reshuffling middle management roles are immaterial. It is the upper management and the VP's that need to go. Northern Health is ineffective from the board level down and needs a complete audit and cleanse.

Perham is absolutely correct. A large amount of the problem stems from a lack of transparency from the NH Board. The NH Board of Directors is a completely ineffective group. Their role as a board is to provide high level guidance to the direction of the health authority and provide sober/objective input on how to direct resources for the best overall health impact to the people of Northern BC, and they are compensated well to do this. Instead it is a group of mostly medically-illiterate community members with a nicely paid side hustle (NH board) that will do the bidding for what the NH admin needs them to approve and rubber stamp. Not even remotely what their true role is. And the opportunity cost of the leadership black hole they create is massive.
