OMG how unresponsible, bureaucratic, just plain out of touch logic does it get. "Staff argued the proposal conflicts with city policy encouraging major office tenants to locate downtown." Where 800 citizens could daily step over sleeping drug addicted homeless poor souls, on their way to work.

Interesting that this "investigative reporter" did not do the simple calculation of dividing the budget by the total number of students and report the cost for each student. That figure may be far more interesting than all the others.

How gellable to expect people to believe FREE. ACORN says British Columbia has distributed 8,000 free units through a provincial program, while Ontario has no comparable initiative. They just fell out of the sky.?
