This seems like a complex issue where a family is in need of affordable shelter and the city is using bylaws and bureaucracy to prevent them from having a roof over their heads. Not everyone can afford the cost of applications, architectural blue prints and what not in this day and age just to get a roof. The people forcing these rules have high wages and probably don't have to live in a house made of particle board and tarps. Perhaps they should be able to live there under their own risk or maybe the city should use the money and time its using to enforce laws to help the family get a proper roof over their head instead. It looks like this is in the middle of nowhere. Let them build and have a roof!
