Probably paid back out of the $250 grand NDA he got from the city for the Memorial Gardens fiasco. What a piece of work this guy is.

This is disgusting on so many levels. What are people thinking when they approve this kind of contract? The yearly amount is outrageous and then to add a year's salary onto it for doing nothing is beyond belief.
The raison d'etre for unions disappeared decades ago. The union leadership has to be seen to be doing something to warrant the millions in dues they collect. Now they simply exist to ding employers for more money or more benefits regardless of the value of the services provided or the clearing rate for the positions
The intent of the expense policy was evident as it was. This ill advised attempt will only serve to suggest that it was inadequate and that grown individuals would be confused as to what was an allowable reimbursement and what was not. The CFO even recommended in 2024 that Chirico turn in his credit card and he did not and no one on staff or council alerted the public about it. Posting these expenses is simply a make work project that hides the real issues we have here regarding sky high taxes and ineffective spending.
