In this case Transitional Housing means that the tenants will transition this newly constructed tax payer funded building project into a disaster zone full of garbage and hazardous waste along with attempts at burning it to the ground. You think they will change their self destructive behavior by handing them everything? They lack critical thinking skills. That's the part the bleeding hearts just don't get.
