Where / who does this question come from? Vancouver quit its ward system in 1935. Surrey no longer used ward system in 1957. Lakes Country (north of Kelowna, south of Vernon) uses a hybrid. Is that because a ward system for municipal elections doesn't actually work? Alberta, Manitoba, Ontario, Quebec, Prince Edward Island, Nova Scotia and New Brunswick all have multiple municipalities that use ward systems. That's a pretty general statement without anything to judge if a ward system works in the multiple municipalities that use it in other provinces. What is voter turn out like in these wards? What kind of statistics show the elected officials of wards are working together to achieve a functioning city council and mayor.
