The neighbours can join forces and sue the property owner, in a civic action, and the city needs to step up and give the owner a deadline to deal with this issue before levying fines. This, in no way, solves the issue of unhoused people, but that's where the social service agencies need to step up do more outreach. Just saying that services are available is not going to help anyone find or access them. This is a multi layered issue that requires action, not just lip service.
