4bcracer, you are 100% correct. Scrap dealers, and pawn shops, operate under a business Licence from the City. They should not be allowed to benefit from what is clearly illegal activity. Found our stolen kicker outboard motor at a pawn shop with chopped electric wires shouting plainly that it was stollen.
