I can't imagine building in Guelph. No matter what your proposal, it's rejected again and again. This is incredibly expensive. Those costs get passed on to the consumer. Now, they want to stop landlords from renovating?! Add to this how difficult it is to evict tenants who don't pay rent or who cause damages. There are easier ways to make money.
Selfish? I think that's what those demanding other people house them at below market rent are doing. Why would anyone choose to invest in a rental property? There are safer ways to make a profit.
By the time a landlord made back their initial investment, the building would need a serious reno. There has to be an incentive for a landlord to roll the dice on building rental housing. If being a landlord wasn't so dicey, we would have tons of rental stock.

Vehicles are allowed to enter an intersection on a yellow, even if the light is red before they exit the intersection. They are required to stop on a caution if they can safely do so. It’s not running a red if they entered on yellow. Drivers need to check mirrors often, follow the law, and drive defensively. Watch for speed limits that change every few blocks!Cyclists need to wear reflective clothing, have lights and bells, use hand signals, and follow the law. You have more challenges than any road user.
In walking distance there are Zehrs, Costco, 3 restaurants, a bakery, jeweler, several dentists, etc. Silvercreek Parkway is only 2 km away. Home Hardware, Nail Salons, etc. are 2 km the other way. I live in the area and walk to all of them.That being said, new developments are often ridiculously short of parking.
Did they set a super-low speed limit just to make cash? I think so! If it was 45 minutes before and after school, I would agree. Having it be 30km/h all day every day, that is a cash grab. Also, why is almost every dime going to a USA company?
From the story: "...it was allegedly attacked and killed by a dog that got loose from a nearby home." The homeowner certainly never intended for their dog to be off leash in the park. How terrible for both parties. What an awful, horrifying experience for the owners of the victim.
