They could also waive the interest. It's ridiculous that the retaining wall cost that much to begin with so they could have some grace as it's obvious she is trying to pay the bill. The city is taking advantage. She definitely should have to pay something but on the other hand the city makes ridiculous decisions overpaying for properties and then reselling them for peanuts and then expects this woman to overpay for a retaining wall. The city is being unreasonable. Put a payment plan in place and waive the interest.
