This is what happens when, with the best of intentions, you try to give someone an inch , and they take a mile. Abuse a privilege (not a right) and risk losing it. Public spaces like City Hall is no place for what was described in this report.

GPS has nothing to do with parking enforcement. It is strictly Bylaw and their enforcement is scattered, inconsistent and virtually meaningless. Ask any downtown merchant. I agree that there is a concern about "process" however the bigger implication that this situation raises is whether the need for sufficient parking is necessary in order to support street level business. The merchants who presented this clearly argued it is and the councilors who voted in favour of this motion have effectively said 'yes' it is. And yet, in the downtown core City staff and council have consistently reduced or eliminated parking, including the proposed new Baker condos. This has created considerable barriers to the economic environment in the Downtown and restricts the ability for businesses to achieve their potential.

One of the problems with this approach for commercial buildings is that ultimately the property owner doesn't pay the fine, the tenant does as virtually all commercial property costs are downloaded to the tenants. That is awfully unfair to them since they have no control over the problem. They are, in fact, the victims of the crime. Fines are designed by their nature, to provide a disincentive to do something. Focusing on the responsibility of the property owner instead of the perpetrator of the crime is not the solution. I get why the Mayor is proposing action. Right motives, wrong solution. And don't try to argue the notion that graffiti as it is being done in Guelph is art. Utter nonsense.
