Perhaps some of these fines need to be doubled, raised to a point where it gets the attention of some of these "entitled" drivers. There is no excuse for such behaviors listed in this story.

So, let's find the answer to the question of how many "urban campers" are there because they can't afford the rent and follow that question with ones that determine why they can't afford the rent. If someone makes poor choices is it up to landlords to compensate them for their poor choices? Get rich by building jails? Maybe the contractors but certainly not the taxpayers. Do you have any idea of the cost of incarceration? Start with the fact that this new prison is costing $1.5billion and work from there. The only people making a profit are the contractors and service suppliers.
