OrilliaMatters 6Federal and Provincial Governments need to respect the Canadian Constitution. The Distribution of Powers is clearly laid out. Municipalities have NO Constitutional rights. They are a creation of Provinces or Territories. Each level of government must lead in their constitutional authority and let Provinces constitutionally manage Provincial/Territorial responsibility.
