10I think for me, I didn't see the problems with city council as Shoemakers fault. We had 5 or so city councilors that were either too stubborn or too lazy to be able to engage in diplomacy (most of which were flushed out). With a better mandate and a hopefully more collaborative council, the true test comes over these next 4 years.
