They spend the money downtown because our city counselors are so out of touch with what is happening in this city. Maybe the fact that two counselors also operate their businesses downtown. That might also play a part in it.

With the city selling their recent multi-million dollar hospital purchase for $1, it seems that we should be getting a decrease in property taxes this year if they can just throw that much money away.
