This is not a windfall but rather an example of poor performance by staff. There is no savings but rather the cost was less than they projected and budgeted for.

The Board chair deferred most questions and promised to get back on many, including “how did this happen”! Please follow up on this issue of importance to the community. This is a massive failure that will cost all citizens and requires answers as to how it happened, who knew what and when etc. I would support a third party review as some councillors suggested.
